Where Council flats are purchased under the Right to buy provisions, the Council retains a freehold interest in the dwellings concerned and continues to be responsible for structural repairs and the upkeep of communal areas. In these cases, occupiers have what is known as 'leasehold ownership' and are required to pay service charges to offset the relevant costs incurred by the Council.
