In the past, re-roofing work has been exempt from Building Regulations if it has involved like-for-like replacement of tiles and no additional structural work. (An application was only needed if the new tiles were lighter or heavier.)
However, legislative changes that came into force in April 2006 mean that anyone doing re-roofing work, including replacement of flat roofs, has to apply for Building Regulations approval.
What has changed?
The government is concerned about conservation of fuel and power and wants to ensure that when properties are re-roofed that insulation is adequate.
Are there any other issues to consider?
It is likely on the majority of re-roofing projects that insulation will need to be upgraded and as a result of this, it may also be necessary to incorporate increased cross-ventilation measures.
You should also be aware that whilst it is good to see the advances in roofing products on the market today, you should always check that the product you intend to use is not part of a total system which manufacturers won't guarantee unless installed to specific instructions. The last thing a building control officer wants to do is come along after the work has been done and tell you it is not satisfactory.

From 14 December 2007 the government made it compulsory for anyone in England and Wales planning to sell a home to have a Home Information Pack (HIP) of essential information about their property available for prospective buyers.
The HIPs includes the title deeds, local/water searches, leasehold information and energy performance details. It is therefore more important than ever that all homeowners keep records of certain types of work carried out to their property.
If you are having building works carried out at your home, which are subject to building regulations, you should ensure your builder arranges a final inspection of the works with building control. Once a satisfactory inspection has been carried out, you will be issued with a completion certificate which you should keep with your building regulations approval document. If you don't, your house sale could be held up in the future when the results of a land charges search are returned. (Both these documents are also essential if you need to provide a HIP pack for your property sale.)

Tandridge Building Control December 2007
On 18 December 2006 the Government announced revisions to Part B (Fire Safety) of the Building Regulations and the new legislation came into force on 6 April 2007.
The main changes are explained and can be viewed at Building Regs Info
Volume 1 (dwelling houses) includes new requirements for smoke alarms and loft conversions and introduces the concept of sprinkler protection for buildings with a floor more than 7.5m above ground level.
Volume 2 covers buildings other than dwelling houses and introduces a maximum unsprinklered compartment size for single storey warehouses, new guidance on residential care homes (including use of sprinklers) and new requirements to ensure occupiers are made aware of their building's fire protection measures.
