Horse keeping and planning


Changes in agriculture have occurred simultaneously with the rise in the keeping and riding of horses for recreational purposes and as part of commercially based equestrian activities.

Planning applications for equestrian activities can range from those of a commercial nature like livery stables and riding schools to small domestic stables and field shelters. Permitted development rights allow for certain sized buildings to be erected within the curtilage of a dwelling house for the enjoyment of the occupants of the dwelling.

The re-use of existing buildings in the rural area for commercial equestrian uses can aid the rural economy. However, over grazing, related equipment, subdivision of land or unsympathetic siting of additional buildings can adversely affect the landscape and environment.

Sand schools have become increasingly popular and common in recent years, and in the majority of cases planning permission is required for their construction. They can appear as intrusive and alien features in the countryside. The Council will resist such proposals where they would adversely affect the quality and character of the countryside.

The Tandridge District Local Plan 2001 contains policies on Horse Keeping, and the Council will determine proposals for equestrian related development in the light of those policies. The text of the local plan can be found on this web site (as a PDF file) and Chapter 11 of the plan sets out the relevant policies.

Surrey County Council's Sustainable Development Department and The Countryside Agency have created a new initiative for Surrey, the Horse Pasture Management Project, which is supported by the Lower Mole Countryside management Project, the British Horse Society, and the National Farmers Union.

This pilot scheme is being set up to help contribute to the conservation and enhancements of Surrey's landscape character and ecological resources. It is Britain's first Council-supported and funded online resource to give 24 hour a day advice to Surrey's horse and pony owners and keepers.

It advises on practical ways they can maintain their paddocks to give maximum benefit to their animals as well as the landscape and environment.
